@dimazest Supervisor’s (or second supervisor’s, or independent assessor’s) opinion might be enough in majority of the cases.

I didn’t decide to do a Ph.D. to cheat the system, I decided to do it because I believe it’s a right thing to do.

That's what I've stated in my application documents. The truthfulness of my intentions should be validated during the interview process.
