@didzis_m The high number of Latvia's non-citizens (15% of population) is a long-drawn and thus highly sensitive issue. Easy fix impossible.

@DaceAkule Easy access is still not in conformity with Convention on the Rights of the Child. Non-citizenship for children = violation of HR

@didzis_m We could stop issueing non-citizens' status and really try to understand the diverse opinions on citizenship among LV people.

@didzis_m @DaceAkule would have been easier if they would have been called permanent residents in 1990's, because prefix NON is nobrainer:)
